Shannon Martin Dilley is Assistant Chief Counsel at the California Air Resources Board (CARB) and serves as a California delegate to the Governors’ Climate and Forests Task Force. She started in the Legal Office at CARB in 2015. In her role as legal counsel and tribal liaison, Ms. Dilley expanded CARB’s work with tribes by creating the Tribal Program, drafting CARB’s Tribal Consultation Policy, creating a tribal listserv and tribal relations website, and building important relationships with tribes. She also helped create CARB’s defense against Trump-era rollbacks related to hydrofluorocarbons, landfill methane, and mercury pollution from powerplants as well as negotiated numerous settlements with violators of various CARB regulations. Prior to joining CARB, Ms. Dilley worked as Of Counsel for a private law firm working on a wide array of civil matters. This was a change from Ms. Dilley’s previous role as a criminal defense attorney and before that, criminal prosecutor for the State of Vermont. Ms. Dilley holds a Juris Doctorate, Master’s in Environmental Law (pre-graduate master’s degree), and LL.M. (post-graduate “master of laws” degree) from Vermont Law School. She received her undergraduate degree from the University of Vermont with a focus in environmental studies and tribal matters. In her spare time, she volunteers for the American Bar Association, bikes, and plays with her two mischievous dogs named Gizmo and Tango.
