Mauro O’de Almeida is the Secretary of Environment and Sustainability for the State of Pará, Brazil. In 2003, he completed his master’s degree in Public Law at the Federal University of Pará (UFPA). His training is focused on legal and political institutions. Between 1986/1997, he worked in the City Council of Belém (capital of Pará). He was Head of the Federal Public Ministry in the State of Pará between 2004 and 2011. He was also Head of the Legal Counsel of the Ministry of Environment of Brazil from 2011 to 2016, where he was deeply involved in the drafting of several environmental laws, such as the Forest Code, the Biodiversity Law and the Constitutional-Complementary Law No. 140 of 2011, which defines the responsibilities between the Union, the States, the Federal District and the Municipalities to protect, defend and conserve the environment among the different levels of government. He is the author of “Marine Lands: environmental protection and cities” (2008). Since January 2019, he has been State Secretary of Environment and Sustainability for the State of Pará and was reappointed to the position in 2023.
